The international competition in the area of research and development becomes very much particularly with globalization and the demand for keeping the competitive capabilities in the economic field for industrial countries. For example, Canada established an inspired program for research chairs through which it aims to reach one of the first five rank in the world in 2010. Also, France amended its research chair program which benefited from Canadian expertise.  In 1987, Japan approved research chairs program as a mean to keep on its pioneer center in the field of research and development. Some countries like China, India, South Korea, and Malaysia initiated researches chairs programs through which they aim to collaborate in an international research production ant to get acquainted with the new technology and to accomplish a supporting rule for their industrial programs.
